In recent years, with the continuous change and development of the lawyer industry in Beijing, the shortage of talents in the industry has become increasingly prominent. It has always been the voice of Beijing lawyers to let go of the channels for introducing talents and attract outstanding talents into Beijing lawyers.

Last year, Beijing opened the channels for the introduction of lawyers for the whole country. The Association revised the relevant management and assessment methods for lawyers applying for practice, expanded the scope of personnel file archiving service institutions, released policy interpretations in time, and made detailed explanations on the background of the revision of rules, the conditions for applying for internship, and the submission of materials, which created convenient conditions for talent introduction of law firms and opened up a new situation for the development of Beijing’s lawyer industry.

Excellent lawyers have also been included in the scope of talent introduction in Beijing, and they can enjoy a number of talent treatments according to the relevant provisions of the Measures for the Administration of Imported Talents in Beijing (Trial), which has opened a new process for outstanding lawyers to apply for talent introduction and settlement.

Since November last year, the lawyer industry has also been formally included in the scope of Beijing’s work residence permit. Law firms can apply for the Beijing Work Residence Permit for outstanding lawyers they employ, and enjoy the education of their children, buy commercial housing and shake the number of indicators for passenger cars without changing their household registration.

The rapid handling of this incident benefited from the timely investigation and handling of the lawyers’ rights protection center of Beijing Lawyers Association. After learning the news that two lawyers were besieged, the Rights Protection Center of the Municipal Lawyers Association started the cross-regional linkage rights protection mechanism at the first time, communicated with the Hubei Lawyers Association, and requested the Hubei Lawyers Association to provide assistance to the infringed lawyers. On the 8th, the Judicial Bureau and Lawyers Association of Jingmen City, Hubei Province sent people to Beijing to report the progress of the case. The local public security organs have arrested seven suspects, including the main planning organizers.

In March last year, the Beijing Lawyers Association took the lead in realizing the full coverage of the construction of the "center for safeguarding lawyers’ practice rights" of the two-level lawyers’ associations in urban areas, and realized the first-time acceptance, first-time investigation, first-time processing and first-time feedback of rights protection applications.

The "Rights Protection Center" has achieved remarkable results in cross-regional lawyers’ individual rights protection work. In 2018, Beijing Lawyers Association will give full play to the professional advantages of lawyers, and guide lawyers to promote social harmony and stability and safeguard legal fairness and justice in organizing lawyers to participate in mediation pilot work and ensuring full coverage of criminal defense.

On September 30, 2017, the Supreme Court and the Ministry of Justice issued the Opinions on Launching the Pilot Work of Lawyer Mediation, aiming to improve the lawyer mediation system and promote the formation of a diversified dispute resolution system with China characteristics, and decided to launch the pilot work of lawyer mediation in 11 provinces (municipalities directly under the Central Government) such as Beijing.

In order to implement the spirit of the Opinions, the Beijing Lawyers Association will organize and implement the work related to the construction of the Civil and Commercial Dispute Mediation Center of the Beijing Lawyers Association this year, draw up relevant suggestions and an example form of the Legal Service Notice for law firms in the whole city to participate in mediation work, advocate lawyers in the whole city to participate in mediation work, and suggest that law firms should make it clear that "social mediation organizations can be given priority to solve disputes for the parties through mediation" when signing agreements with clients for the parties to choose. Give full play to the professional, professional and practical advantages of lawyers to promote social harmony and stability.

In addition, as one of the first pilot areas for full coverage of lawyers’ defense in criminal cases, Beijing has now achieved full coverage of legal aid workstations in people’s courts. The system supports scanning two-dimensional code or lawyer’s face, quickly querying lawyer’s information or identifying lawyer’s identity. When the inquired lawyer has a record of bad practice information, the system will pop up an early warning prompt. In addition, the system also designed practical functions such as lawyer’s electronic practice license, electronic map of law firm, and generating statistical reports.

After the system is put into use, the public can easily find the lawyers they need through various conditions search and information comparison. Lawyers in law firms can demonstrate their practice level from different angles through basic information, honest information, self-reported information and big data matching. The loading and publicity of integrity information also makes lawyers with irregular integrity have nowhere to hide, which promotes the integrity construction of the whole industry.
